Is there a liability issue for a site when someone posts something dumb or mean? I don’t understand the business reason that IMDB needed to close its comments, which may have been filled with cruelty and stupidity, but was otherwise self-regulated by other people just flagging the worst of the worst.

I recommend people use their own old-fashioned filter to just ignore the vast sea of moron trolls that swim in any site’s comments. Don’t let the bastards get you down.
