At senior+ level generally yes, there’s equal or more jobs than available people, to the point where it takes 6–12 months to find someone who will agree to interview and then accept the offer.

it’s all too easy for a candidate to get a skilled friend to give them some good code to put up on Github to make it look like they have experience

It’s even easier for the interviewer to catch them cheating, by — surprise, surprise — having a chat about that code during interview.
