Great article that highlights the complexities of building housing in the Bay Area. Clearly, the smart move for a developer would be to tear down the current house and build a McMansion in that spot which eliminates many of the issues you raise. This converts an expensive house to a very expensive house. If we eliminate all regulations, this is what we will see, over and over. The economic models that support luxury apartments also support luxury homes. We will need policies that mandate or provide incentives for higher density development in order to get the results we need.
