This line is causing much anxiety to people on the twitters. So a couple clarifications.

If the user experience is abysmal, the UX’er(s) on the team should be held responsible—even if that means losing their job(s)—unless it can be shown that the Product team purposefully ignored UX recommendations. In my experience, teams do their best work when they are all responsible for their domains. I do agree, however, that if there is one person who is ultimately responsible for the product, it’s the product manager.
