Wow. Um, no, 13-14 yr olds having sex is not the norm "in all countries." The reasons 13-14 are considered children in brain development is well established. It sometimes still happens due to various factors but is never a good idea. And if 13-14 yr olds are having sex with an adult, it is considered rape.
