I’d say it depends on the use case.
For controlled user testing, this approach allows you to get something together to put in front of users very quickly. The caveat is it works best when you have control over the testing conditions.
For anything outside of that, I’d recommend doing it for real. Google has a few options that make it pretty easy, and it’s going to be up to your personal preference. When I put together a simple portfolio, I opted for Polymer + Firebase which seemed to work pretty well.
