Million dollar challenge 
While development of the technology needed to make possible the manufacturing of vehicles capable of driving themselves is in full stride; I think we now need to put our “focus/energy” on developing the technology which will make possible the manufacturing of “purely electric vehicles (cars & boats) capable of re-charging themselves”. 
May I suggest that the ability to manufacture “purely electric vehicles (cars & boats) capable of re-charging themselves” the need will exist to develop a “next-generation electric generator”
What would makes this “next generation electric generator” unique would be its inherent ability to generate a vastly greater amount of electricity than it consumes for its own operation (a self-generating electric generator).
And; While I am confident there will be those, whom, will contend that for one reason or another, perhaps, would even try to suggest that the laws of thermodynamics would not permit such a generator to be built; To this group of individuals I would simply ask them to think/try harder — there has to be a way.
I challenge the Bill & Melinda Gates Foundation to offer a 1 million dollar prize to be awarded to the first individual who can successfully demonstrate that the technology exist which makes possible the manufacturing of such a “next-generation electric generator”.
