What is the best learner cheap on insurance, bike and good-quality?

I am planning to learn how-to ride a motorcycle and am looking for a bike that is easy-to discover, inexpensive to work, inexpensive on insurance plus a great drive. Are older bikes cheaper? Are some models on insurance than others? Cheers.
