I’m confused: the definition of a “cap” is to limit something — in this case, the number of sq. ft. allowed for office space. If you offer exemptions to the cap, why are you pretending that there’s a cap? The cap hasn’t been reached, yet the council is already looking for ways to take the plan that has cost the city hundreds of thousands of dollars and thousands of hours of planning and… discard it? (I know the government word for this is “amend.”)
