I think the same thing applies in tech as in infrastructure and politics — its a lot harder to rip and replace with something better and new… we would rather fix the roads for 6 months and then fix them again after 6 months (WTF#!) and in tech — we would rather add a new UI instead of changing the underlying archaic system… — therefore the incrementalism and duck tape solutions that exist today…
