Your entire premise relies on the assumption that the US justice system isn’t blind, as intended, or once was, and is not any longer. So you need to find the point that changed and drill down. If, in fact your theory is true, and all other things being equal, that’s where your answer lies. Unfortunately, they aren’t. It just isn’t as simple as one giant abstract factor being the problem here. It’s taken a long time for this point to be reached, and many cultures, powerful individuals, and groups of people have participated in the evolution.
