Surely, my comments apply more obviously to business customers. However, I do think that the B2C guys are also better served by looking at their Cs as Bs and forming their value statement with financial benefits of their product or app. On your second point, in the context of your article, I took “quantified impact” as meaning something like “faster processing””shorter load times” “fewer steps” “smaller memory footprint”, etc. That is why it is important to qualify impact by “financial”. So, I don’t think it is semantics.
