Oh yes.. Always ask, because that leads to — or precedes -a conversation, and then the photo is so much better. Sometimes its too far away, which is different, but if you can ask, its better photography. And if they decline, then so be it. Respect the person, and you’ll feel so much better than if you sneaked the shot and made someone unhappy.
