I think the author is confusing the terms immigration and refugee asylum seeking. Immigration means that the person chooses to resettle in another country, legally or illegally, while refugees are fleeing to other countries, often without a choice of where they would be allocated to. Given that the subjects discussed are refugees, maybe the author could rephrase this sentence?
