I think you raise an excellent point. We see plenty of businesses that try to emphasize sustainability or healthy living, but are definitely out of the price range of many consumers (the exorbitant prices of Whole Foods come to mind). But trying to change this completely artificially/through government intervention may not be the most sustainable model, in which case a combination of consumer- and voter-driven change, as you mention, could be a better solution.
