Community is about people, right? And because open source is such a decentralized system, a lot of its success (and challenges!) are around how people organize and communicate. High quality open source software is directly tied to where it comes from and how it gets developed, because humans make those decisions as a function of their finite time resources, and those decisions are often made collectively and in a very public setting. That’s what I mean by 99% of open source being about community.
