Eagle Hills is led by Mohamed Alabbar, who founded Emaar Properties PJSC — the firm that built the world’s tallest tower in Dubai. It’s one of the biggest Gulf developers, with projects spanning 16 different countries in Europe, Africa, and the Middle East, and boasts over 30 years of experience.

Mohamed Alabbar expressed his vision for the project:

“Riga deserves a truly great waterfront development. My experience in real estate across 16 countries suggests that this is a unique place.”

“Riga Waterfront is a reflection of a strategic vision aimed at the development and revitalization of Latvia, and its capital city, Riga, and positioning it as the new centre of Europe”
