The one problem I’ve seen with your matrix is that competent nice people too often operate under the radar. That is probably because part of what makes them nice is humility. If I had the chance to discover and hire or promote one, I felt blessed, yet I knew/know many more than the few I had some influence over who were never recognized by their superiors or the system in place.
