A better question, and one that (I think) is germane to the point I think you’re trying to make, why did the definition of who a kulak was keep expanding constantly?

After having run out of genuinely rich rural landlords to kill, the Soviet Union still needed dragons to fight, and had to constantly broaden the meaning of “kulak”, even that kulak was just a farmer with one horse or a cow. So it is now with the social politics of intersectionality.
