I was thinking that first and foremost you need to know the message and fully understand it yourself before you decide how to adapt the message for the audience. However, after considering your point I realize that for efficient and effective communication you do not decide what to say and then find someone who will listen. The intended audience would be crucial to formulating the appropriate message for the scenario.
