You must have missed the real point of the article, which is arguing that one should not choose a language because of “performance”, as that is the ultimate form of premature optimization. One can achieve performance by improving the bottle necks. If python IS slow, you can always improve it by writing the bottleneck portion in something faster, or using pypy.
Yes users care, but they also care about having a product that does stuff, and gets regular bug fixes and security updates. Its about balance.
