They have finally moved beyond the old model where a product manager defines requirements, a designer designs a solution that delivers on those requirements, and then engineering implements those requirements

By the way, this never worked in reality, even in the old days. There *was* a time when the *customer* provided the requirements (think DoD providing requirements for a weapons system). But even for an old time system like car manufacturing, this isn’t how it actually worked — it was always very collaborative.
