Yep, concur. At least before, the patronage system operated with the idea that new Administration could find political allies that were *also* qualified to fill a particular appointment. Due to the issues above, and other reasons that have been better documented elsewhere, that is incredibly difficult for this Administration.

There’s also the systemic issue. We have more political appointments than any other industrialized democracy. Many would say we need that, because we do not have a unitary system of government. I’m not so sure.
