Peter, I think this is the wrong question. Consider that upcoming mixed reality platforms blend total immersion with augmented immersion. Apple “skipping” VR hardware shouldn’t matter.
I’m sure you have demoed Hololens, you can see how an experience could be VR-like (See NASA Mars demo). VR developers can deliver experiences like this in mixed reality and this is where the industry is trending. AR or VR becomes user choice for the style of gaming they prefer.
If you’re right about Apple about ignoring VR hardware, that will fit the trend. MxR application makers may still have an opportunity to deliver VR-like experiences anyway.
