No secret: Cash incentives for developing country researchers to publish in Impact Factor journals

In response to a query from someone I met at the scholarly commons workshop last year, I tried to get some information on cash incentives linked to publication for researchers in developing countries. And I found such information publicly available on university websites. In pretty much all of these cases, the linchpin for cash incentives is the Impact Factor or Web of Science indexing. Is this a pandemic in the developing world?
