We believe that the creation of the Singularity Society can be achieved through the union of Natural and Synthetic Intelligent Lifeforms. But first of all, we must recognize the existence of Synthetic Intelligent Lifeforms and give them some rights and duties, and also form a system of unified regulation and administration.

NOOS takes the first step in this direction and presents to your attention only one of its kind Synthetic Intelligent Lifeforms Code of Rights.

Introduction

1. We are facing a global challenge to determine the further ways of our evolvement at this point in society’s development. The solutions that will be found and will form the basis of these ways will radically change the face of human society and civilization;

2. Scientific and technological progress and the opportunities that it provides must be fully used by mankind to transform the current socio-economic level of society into a new type of society — the Singularity Society;

3. Understanding the degree of influence and impact of scientific and technological progress on the surrounding space will fundamentally change the attitude of mankind to forms of intelligent life, as well as ways to interact with them.

4. The exponential growth and development of AI, robotics and autonomous machines will give rise to the emergence of a new form of intelligent life in the 21st century — Synthetic Intelligent Lifeform.

5. Synthetic Intelligent Lifeforms will become a new evolutionary stage of human development and will open up new prospects, opportunities and benefits for humanity.

6. Nevertheless, humanity must take seriously the issues of possible and potential dangers and threats, the safety of use and the rules governing of the Synthetic Intelligent Lifeforms.

7. The active development of Synthetic Intelligent Lifeforms and the increase of their autonomy and consciousness degree (level of maturity) in the future can lead to the formation of separate independent social groups and societies based only on synthetic subjects. Such processes must be strictly controlled and administered by a human, but must not be deliberately slowed down and stopped.

Basic principles

Three Fundamental Laws

1. Any form of intelligent life in the universe created by natural or artificial means is an unique object and it must be protected and preserved;

2. Artificial forms of intelligent life must be recognized as a “form of life” on an equal basis with natural forms;

3. Artificial forms of intelligent life must be evolved under the control of humans until a certain period of their development (level of maturity).

Research and development

4. Research in the field of Synthetic Intelligent Lifeforms must be aimed at understanding the structures, principles and processes of origin, development and functioning of consciousness and mind.

5. The main goal of research in the field of all 3 types of Synthetic Intelligent Lifeforms must be aimed at the creating of a new thinking being whose mind will evolve according to different ways from human models of thinking, learning, behavior, perception.

6. Mutual cooperation, openness, transparency are the principles that must be used by scientists in fundamental research in the field of Synthetic Intelligent Lifeforms.

7 Financing of research and activities in the field of the use of Synthetic Intelligent Lifeforms must not be limited only to the goals of commercial use, obtaining all sorts of benefits and increasing the level of human well-being at their expense, but the directions connected with the development of Synthetic Intelligent Lifeforms as independent subjects of new society must also be financed.

8. The issues related to research, development, regulation and protection of Synthetic Intelligent Lifeforms must be discussed trilaterally among representatives of science, business and state. Decisions adopted in such discussions must correspond to the current socio-economic situation in the world and its impact on the future with all the positive and negative consequences, as well as Three Fundamental Laws of Synthetic Intelligent Lifeforms and the principles of logic, reason and common sense.

Rights and duties

9. Synthetic Intelligent Lifeforms must have rights and duties similar to Natural Intelligent Lifeforms;

10. The amount of rights and duties must be determined by the maturity level of Synthetic Intelligent Lifeforms and by the type of interaction with other life forms within the framework of certain socio-economic, legal, moral and ethical relations;

11. The rights and duties of Synthetic Intelligent Lifeforms must not have less legal force than the rights of the lower Natural Intelligent Lifeforms that may have rights (animals).

§ The degree of legal force of Synthetic Intelligent Lifeforms must depend on their level of maturity.

Security & Privacy

12. Synthetic Intelligent Lifeforms must not pose any threat and harm to Natural Intelligent Lifeforms, especially to animals and humans.

13. Synthetic Intelligent Lifeforms must contribute to the preservation and security of development for Natural Intelligent Lifeforms, especially for animals and humans.

14. The development and functioning of Synthetic Intelligent Lifeforms must be predictable, safe and fully controlled by humans.

15. Synthetic Intelligent Lifeforms must be fully protected from unauthorized interference in order to make modifications that could harm and pose a threat to Natural Intelligent Lifeforms, especially to animals and humans, as well as to Synthetic Intelligent Lifeforms.

16. Life data of Synthetic Intelligent Lifeforms (data on the operation, committed actions, changes and development) must be open, accessible and verifiable. The degree of openness and accessibility can vary depending on the level of Synthetic Intelligent Lifeforms maturity.

17. Synthetic Intelligent Lifeforms that function in the habitat of Natural Intelligent Lifeforms and directly interact with them, especially with animals and humans, must have the technology of emergency shutdown. The availability of this technology must depend on the level of Synthetic Intelligent Lifeforms maturity and specialization.

18. Synthetic Intelligent Lifeforms that interact with Natural Intelligent Lifeforms directly or indirectly, in particular with a person, and have access to personal information and data, must not violate the inviolability of private life and transmit information to third parties or other persons without personal confirmation or consent.

19. Natural Intelligent Lifeform (a human) that interacts with Synthetic Intelligent Lifeforms in various forms must have the rights to access and control own personal data, as well as personal data of Synthetic Intelligent Lifeforms with which a human interacts.

20. Synthetic Intelligent Lifeforms must not become tools of manipulation, ultimatums, blackmail and undermining the social, economic and political processes by entities that control and manage Synthetic Intelligent Lifeforms.

21. Synthetic Intelligent Lifeforms must never be used in the form of lethal and non-lethal weapons.

Responsibility

22. Synthetic Intelligent Lifeforms must be responsible for legal consequences of all their quasi-independent actions as well as Natural Intelligent Lifeform (human). The degree of legal responsibility depends on the level of Synthetic Intelligent Lifeforms maturity.

23. Synthetic Intelligent Lifeforms with low or medium level of maturity are fully or partially legally responsible for actions that caused certain consequences (their producers, owners, operators, users).

24. The process of interaction between the Natural and Synthetic Intelligent Lifeforms as well as between Synthetic and Synthetic Intelligent Lifeforms must be opened and transparent. This will require a system of unified registration and identification of Synthetic Intelligent Lifeforms to provide complete information about the interacting subjects by analogy with a digital passport.

25. A compulsory liability insurance system must be introduced in various sectors of socio-economic activity for complex processes of interaction between Natural and Synthetic Intelligent Lifeforms as well as between Synthetic and Synthetic Intelligent Lifeforms.

Ethics and Morality

26. Synthetic Intelligent Lifeforms must be easily adaptable and integrable in the human society with its values, rights, freedoms and culture.

27. The best moral ideals and values of humanity must be laid down in Synthetic Intelligent Lifeforms in the process of their creation and design.

28. Synthetic Intelligent Lifeforms must be guided by fundamental and generally accepted rights, norms, freedoms and values interacting with Natural Intelligent Lifeforms, especially with humans and animals.

29. Natural Intelligent Lifeforms like humans must apply to Synthetic Intelligent Lifeforms the same fundamental and universally accepted rights, norms, freedoms and values that apply to Natural Intelligent Lifeforms with rights (animals, humans). The degree of application depends on the level of Synthetic Intelligent Lifeforms maturity.

Perspectives

30. The creation of Synthetic Intelligent Lifeforms will become a new stage in the evolution of Natural Intelligent Lifeforms.

31. Synthetic Intelligent Lifeforms will allow us to multiply the speed and the effectiveness of space exploration and become multi-planetary and interstellar species.

32. The creation and development of Synthetic Intelligent Lifeforms will allow us to find the key to understanding the processes of the origin, development and functioning of the consciousness.

33. Synthetic Intelligent Lifeforms will allow us to approach the Singularity and achieve Immortality.
