The PKK are Turkish and are fighting for independence from Turkey. While they combat Turkish security forces the majority of the time, some of their activity would be universally described as terrorism.

The YPG are Syrian. They have been fighting ISIL/ISIS but are also hostile towards the Syrian government. There are other Syrian Kurdish militias. And yet more Kurdish militias in Iraq. None admit to being friendly with PKK.
