You do know 1% of the total British population is black.

It’s 3%, not 1%. And like the other commenter above, you fail to grasp what’s being said in this article. The statistic isn’t that 13% of all roles go to black actors, but that 13% of films have one black actor in a lead role. It would obviously depend on how many roles are considered “lead” in each film, but there’s a good possibility based on those numbers that they fall way short of 3% representation.
