I think it’s somewhat misleading. While entirely true, it ignores the facts that: 1- The signing bonus is not only less expensive for the company, it’s less valuable for the employee exactly for the same reasons (not recurring etc).

2- While you could always ask for a raise, in many companies you never have as much leverage and negotiating power as prior to signing.
