Anthony, it’s only a luxury because the people running business do not comprehend the immense benefits that come from allowing people to work remotely. In knowledge-work roles, working from wherever you are comfortable has exponential benefits that greatly outweigh all the fear that comes from management about losing control. When working at a keyboard all day, it should not be a luxury to work from home, it should be a commodity.

The only real hurdle to adoption is political/legal: in the US there is no interstate protections for employing across state lines. In some state, employing just one person creates a tax nexus and comes with all kinds of expensive headaches. In some situations, workers might end up being taxed on their whole income in two or more states. Until Congress stops fucking around with things they should not and starts doing what they are supposed to and protect the people from unjustified and predatory state-level taxation, it is going to be a hard sell for the majority of employers to allow remote as an option in many states.
