I like the ideas here a lot, but my experience has been that the greatest obstacle to bringing in outside expertise to improve institutional outcomes is not technological, but cultural and managerial. Both the World Bank and the Gates Foundation, two institutions I know well, are good examples. They invest in the creation of participatory platforms, but they hire managers that prefer closed systems.
