Hong Kong and Singapore… Or even Dubai. These are all examples of successful SEZs among very restrictive and despotic host countries.
Talking about inclusion is much easier than applying it. And I guess here that likely condition for successful private cities is either extreme liberal host countries, or extreme authoritarian ones.
