Building Autonomous, For-Profit Cities

I also saw the use of blockchains in building such cities. They will not only be for profit, but totally and autonomously automated using smart contracts.
However many concerns arise here and I would like to know how address them in such cities:
- Coming myself from an underdeveloped country (formerly developing country), I consider the implementation of such SEZs profitable solely for non original residents.A national from a host country would not be able to compete, in terms of resources (education or professional experience) with new “settlers”. This would create a financial and judiciary gaps, if the host country has overwhelming regulation (if not nepotism). How to tackle such long term divisions, by building a wall or by inclusion?
- If the judge is hired, and the board is hired, and the city is private, then the Alpha and Omega will be, and only be, the proprietor. In such way that every conflictuel situation has to be handled by this proprietor, even if he is involved, intentionally or unintentionally. How would you address this conflict of interest?
