I think you partly misunderstood. Of course architect and developer are different but that is the point. Often in companies the architect was the solution for outsourcing developers and needing somebody with oversight. In reality they are more different than that, but the problem is it allowed for developers to be outsourced even more.

And of course it is not all that goes on in Human Resource Departments but it is about the thought process behind human resources. The idea that you manage people as resources is wrong and it bleeds down from the department into the management of people.
