I have the same feeling. I really got stuck on several things in this nanodegree. U.S. tax rules and expressions, U.S. right-of-way rules etc. are not common knowledge outside U.S. I’m a Norwegian with a Norwegian issued drivers license (which I’ve had for many years now), and even I had problems understanding the specific rules for the Smartcab project. I cannot imagine how hard this will be for someone in rural areas in India, Pakistan, China (or Bangladesh) etc.
