No, the first is not Germany or Russia. They are pretty high up on the list though. According to WHO data, average person in Belarus enjoys about 1.5 liters of alcohol every month.

Eastern Europe obviously dominates, but a certain pattern emerges: Countries away from the equator line tend to consume more alcohol. That also coincides with where non-Islamic countries are located. However; Indians, Chinese and Mexicans don’t seem that fond of alcohol either. Since alcohol consumption causes dehydration, I think it’s a natural result.

Germans don’t drink only beer and Russians don’t chug vodka all the time. Beer makes a little more than 50% of the total in Germany and likewise, vodka brands for the half of what Russians drink. Italy, Timor-Leste and Guinea are the wine-lovers. Haitians won’t accept anything but hard liquor. Unlike their neighbors China and Japan, Koreans drink a fair amount.
