No, not ignorance. My observation, Mr…game, is that many do — truly and fervently — consider “europe” (sic) a country: hegemonic; unitary; centrally-governed; bordered; internally borderless; monetarily, economically, and judicially unified; and culturally distinct. These consider the EU identical to Europe, and have seemingly forgotten that Russia is as much European as is, e.g., Spain or Malta, or even more so.
