Agree with your premise, I’ve often said that looting, raping, arson or other acts of mayhem during a natural disaster should be considered seditious acts — after all, the bonds of lawful authority are frayed, so any act to exploit the situation threatens the community as a whole in a way crimes during ordinary times do not.

I’d love to see a governor declare such activities during a state of emergency seditious acts and authorize deadly force against their mere appearance.
