One thing I’ve never seen explained is how, exactly, having a 2nd trans-bay tube will allow BART to run 24 hours. How does adding a 2nd tube (only) across the bay allow, say, the line that runs to Fremont to run 24 hours? There’s still only one pair of tracks to Fremont that still presumably need the same maintenance.
