I believe the courts’ usual responses have been something like this: “I know gerrymandering when I see it, but how can we fix it without a common method to assure it is fair?”
Matthew Hunt has linked to a solution that could apply to all states. If it shows itself to be effective, it should be mandated when gerrymandering is found. It is a state issue, but when a state like mine (Wisconsin) remains gerrymandered and Democrats are getting the majority of the votes but Republicans are winning the district races, action is needed to remedy the obviously unfair district-drawing process.
