The felons should have their voting rights suspended. That is, until after they have made restitution to their victims. If it is a victimless crime, then wait until they are no longer under court supervision and let them petition for restoration. This should be pretty automatic.

If there was a victim (non-violent), let them make complete restitution including interest and inflation adjustments. Then, they can petition just like the victimless crime people.

If there was a victim (violent), then there would NEVER be voting rights restoration. After all, we aren’t going to tie them in a chair and give their victims a baseball bat and 10 minutes to swing away to even the score.

But without a doubt, this is the WORST country when it comes to helping the victim.
