I’d suggest an opening that will make it more appealing to older generations like the honorable Ian Callinan.
In Matt Barry’s magnum opus, he described the problems of getting a scotch on the rocks late at night under the liquor laws. I’ve had international business people complain to me about this so highlighting the absurd nature of these rules would probably appeal to the commissioner along with the damage it does to the business community.
Another aspect that may appeal to the commissioner’s conservative nature (and he is a very conservative man which is why John Howard appointed him to the High Court) is pointing out there are a plethora of laws predating the lock out laws (responsible service of alcohol being one of the most relevant) that allow police and local councils to regulate anti-social alcohol related behaviour. Enforcing the existing laws is far preferable than creating new, contradictory ones.
I’d also flag the increased cost burden on businesses. Again this appeals to Callinan’s prejudices.
I worry that a focus on creative industries, new economy and youth is going to fall on deaf ears with folk like Mr Callinan.
