The threat of mosquito borne diseases is a poverty issue with little correlation to heat or location. There is little or no malaria or other mosquito borne diseases in the wealthy countries which had these diseases prior to the industrial revolution. The reduction of poverty thus giving the poor the ability to acquire sanitation and mosquito prevention tools will be far less costly then reducing warming 50 years from now.
