What if we extend the city as a civic entity to the city as a sovereign firm(a social stock). 311 as a platform, connectivity, digitalization, livability, walkability can all as “shift parameters” in extending a city perceptive value. When these services are experienced these perceptions are either validated or invalidated for both citizens and businesses.
