What “legal experts” say is an impeachable offense is irrelevant. The impeachment and removal procedures are very loosely defined, as is the justification (“high crimes and misdemeanors”). The rules that govern criminal and civil legal proceedings do not apply, except to the extent that the legislature decides to apply them. In other words, impeachment/removal is a political, not a legal, procedure. That’s not a criticism. That’s just the fact. I just point it out to emphasize that “legal experts” have got no say here. What matters is will the majority party in the House of Representatives have good political reasons to proceed with impeachment? That comes down to the threat Trump poses to their continuing in the majority after the 2018 election. This is a matter for political analysis, not legal analysis.
