They can’t shut down just the opposition telecommunications grid. If they actually shut down the entire communications grid, they would cripple themselves, destroy the economy, and piss off whoever wasn’t already in the opposition. That’s a genuinely terrible move for them to make in a revolution. Tyrannies actually depend on the support, or at least ambivalence, of the civilian population.
