In a really democratic exercise all the people affected by a change in the status quo should get a say in the matter and should be well informed. The Referendum failed this test on both counts — EU citizens were disenfranchised, as were Brits abroad and young people (all people who stood to lose the most from the decision), and the leave campaign was characterised by lies and vile xenophobic propaganda.

It is therefore difficult to present the Referendum as a model of democracy as Owen does here. The result caught so many people by surprise — many did not bother to vote thinking the result was a foregone conclusion.

The only sane thing to do is to give people a second chance to vote now that we know what we know and once the Brexit deal is agreed. People last time voted for a pig in a poke. It is unlikely that the electorate will include the disenfranchised groups mentioned above, but this time everyone should be better informed.
