Reading your article few questions emerged in my head. (1) What about differentiating prices by time parked? Methinks short visit in local service should be ‘promoted’ more than long time parking occupancy (which kills local services). (2) Do exist in Aspen or The U.S. parking lots for handicapped people? (3) What about drop-in and pick-up bays — is it possible to safely and comfortably use ride-sharing? (this is partially the question according your other article too)
