By logical conclusion if we follow Gene Sharps line of reasoning — if the state is a dystopia and largely owns the judiciary then it means we have no power engaging in a meaningful with with that judiciary. Its this same logic that Sharp rules out the use of force because your opponent — in this case the state, has near limitless resources in this area. So Sharp concludes its better to leverage where you do have power which is Non Violent Action through organised acts of civil disobedience.

My conclusion is that we are in the midst of a police state — and given that — how do we respond
