The difference is actually that Hamas and much of the Palestinian leadership are maximalist and do not want peace. UAE, Saudi and others want progress and peace, but Hamas in particular will never agree to anything other than Israel's destruction, or some stepping stone to Israel's destruction.

Your point about peace actually shows that Israel is willing to work with anyone, but cannot get a deal through with Palestinian leadership.
